Melt candy. Melt blue, lavender, pink, green, white, yellow and turquoise candy in decorating bags, separately, according to package directions.
On waxed paper-covered cake board, pipe outline of desired number. Fill in with melted candy of same color. Let set, about 2 minutes. Using melted white candy, pipe number on top of filled topper. Immediately sprinkle with nonpareils. Chill until set, about 5 minutes.
- Bake cupcakes. Prepare cake batter following recipe instructions. Bake and cool cupcakes in white cupcake liners.
- Decorate cupcakes. Prepare decorating bag with tip 1M and white icing. Pipe swirl on each cupcake. Top with candy topper.
