Bake cupcakes. Bake and cool cupcakes in Minnie Mouse cupcake liners.
Tint icing. Using rose icing color, tint 1 cup icing rose. Reserve remaining icing white.
Decorate cupcakes. Prepare two decorating bags with tip 104. Fill one with rose icing, the other with white icing.
Using rose icing, pipe ruffle around outer edge of cupcake. Move ¼ in. toward center; pipe another ruffle around cupcake. Switch to white icing. Pipe two rows of smaller ruffles on top of pink ruffle. Position Minnie icing decoration.
