  1. Preheat oven to 350°F. Spray 13 in. x 9 in. pan with vegetable pan spray.
  2. In medium bowl, stir together flour, baking powder, baking soda and salt.
  3. In large bowl, beat butter and sugar with electric mixer until light and fluffy. Add 1 teaspoon rosemary and orange zest; mix until combined. Add eggs, one at a time, beating well after each addition. Add vanilla. Add flour mixture and mix until just combined. Press mixture evenly into prepared pan. Sprinkle with remaining minced rosemary.
  4. Bake 28-30 minutes or until toothpick inserted in center comes out almost clean. Remove to cooling grid; cool completely.
  5. For glaze, whisk together confectioners’ sugar and milk. Drizzle over cooled cookie bars. Sprinkle with flaky salt before serving.
