Make candy plaque circles. Melt red, light cocoa and pink Candy Melts candy, separately, according to package directions. Place circle cutter on cookie pan. Fill cutter, 1/8 in. deep, with melted candy. Tap to smooth and remove air bubbles. Chill until firm, about 15 to 20 minutes. Unmold candy plaque circles.
Decorate candy plaque circles. Melt white Candy Melts candy according to package directions. Use melted white candy in cut parchment bag to decorate bead hearts and fleurs-de-lis, dots, outlines and scallops on candy plaques. Chill until firm, about 3 to 5 minutes.
Make cupcakes. Prepare batter following recipe directions. Bake and cool cupcakes.
Prepare buttercream icing following recipe directions. Use tip 1M, cut disposable decorating bag and icing to pipe a swirl on cupcake tops. Position candy plaque circles on cupcake top.
