1. - Make candy plaque circles. Melt red, light cocoa and pink Candy Melts candy, separately, according to package directions. Place circle cutter on cookie pan. Fill cutter, 1/8 in. deep, with melted candy. Tap to smooth and remove air bubbles. Chill until firm, about 15 to 20 minutes. Unmold candy plaque circles.
2. - Decorate candy plaque circles. Melt white Candy Melts candy according to package directions. Use melted white candy in cut parchment bag to decorate bead hearts and fleurs-de-lis, dots, outlines and scallops on candy plaques. Chill until firm, about 3 to 5 minutes.

   Make cupcakes. Prepare batter following recipe directions. Bake and cool cupcakes.

   Prepare buttercream icing following recipe directions. Use tip 1M, cut disposable decorating bag and icing to pipe a swirl on cupcake tops. Position candy plaque circles on cupcake top.
