  1. Preheat the oven to 350°F. Prepare a cupcake pan with liners.
  2. In a small bowl, combine all streusel ingredients and stir until mixture is sandy and set aside.
  3. In a large bowl, combine buttermilk, eggs, oil and vanilla. Stir in oats and let soak for 15 minutes.
  4. In a medium bowl, stir together flour, sugar, baking powder, baking soda, cinnamon and salt.
  5. Pour dry ingredients into wet ingredients and mix just until flour is moistened. Gently fold in blueberries. Do not overmix.
  6. Divide batter evenly into the prepared pan. Sprinkle streusel over top of each muffin.
  7. Bake for 16-19 minutes or until a toothpick inserted in the center of muffin comes out clean. Cool for 15 minutes in the pan. Serve warm or at room temperature.
