Melt candy. Melt Bright White candy according to package instructions. Dip cookies fully in melted candy; transfer to parchment paper-lined cake board. Repeat with all cookies. Chill until set, about 15 minutes. Reserve remaining candy for later step.
Decorate cookies. Place cookies on cooling grid. Prepare parchment bag with reserved melted candy; cut small tip in bag. Drizzle candy over cookies. Immediately top with white jimmies and nonpareils. Attach pink icing decoration in middle of cookie.
