In medium bowl, sift together flour, cream of tartar, baking soda and salt. In large bowl, with electric mixer on medium speed, beat shortening, butter and 1-1/2 cups sugar until light and fluffy. Add eggs and vanilla, mix well. Add flour mixture; mix until combined.
Roll dough into 1 in. balls. In small bowl, combine remaining 1/4 cup sugar and cinnamon. Roll cookie dough balls in mixture. Place 2 inches apart on ungreased cookie pan. Bake 8-10 minutes or until lightly browned, but still soft. Remove from pan to cooling grid; cool completely.
