Make candy lollipops. Make DIY-lish candy pops according to package directions. Chill until set, about 15 minutes. Reserve remaining melted candy.
Pipe reserved melted candy around lollipop handle. Immediately cover with sprinkles. Chill until set, about 10 minutes. Reserve remaining candy.
Bake cupcakes. Prepare cake batter following recipe instructions. Bake and cool cupcakes in white cupcake liners.
Make icing. Prepare buttercream icing following recipe instructions. Using spatula, ice cupcakes smooth.
Decorate cupcakes. Insert pops, stick side up, into cupcakes. Pipe remaining melted candy around pops. Chill until set, about 10 to 15 minutes.
